Excavation permits

Regulations

Archaeological research work is reserved for the Ministero per i Beni e le Attività Culturali. It may be performed directly or entrusted to other public or private subjects (Leg. Decree 42, 2004, Arts. 88-89).
For the rules and restrictions relating to research permits, especially those concerning excavations in non-public areas and their award pursuant to Art. 92 of Leg. Decree 42/2004, please refer to the Circulars of the Direzione Generale Archeologia no. 24/20128/20133/2015 and, in particular, circular no. 6/2016 and circular 21/2016.

Più in generale, per le norme che regolano il settore, si vedano le circolari 94 del 10/07/2000 dell’Ufficio Centrale per i Beni Ambientali, Archeologici, Artistici e storici e alle circolari prot. 14184 del 30/09/2004 e prot. 958 del 04/10/2005 della ex Direzione Generale per i Beni Archeologici. Si rinvia infine a quanto contenuto nel RD 363/1913 agli artt. 100-115.

 

Procedure

  • The request for a new permit or renewal of an existing on must be sent in duplicate to the Parco archeologico del Colosseo by 30 November each year accompanied by the documents listed below.The Park will forward a copy of the request to the Direzione Generale Archeologia, Belle Arti e Paesaggio, together with its opinion.
    The Direzione Generale Archeologia, Belle Arti e Paesaggio grants or  refuses authorization and communicates it simultaneously to the Park and the applicant.
    In the case of authorization by the Direzione Generale Archeologia, the Park asks the Director of Excavations to sign an acceptance document in which the interested parties, in addition to communicating the excavation dates, undertake to comply with certain rules, indicated in the authorization sent by the Ministry to the permit-holder, concerning the organizational methods of the excavation, the security conditions of the deposits, the conservation and restoration work and relations with the Soprintendenza. The subjects concerned will also undertake to present the required documentation at the end of the excavations.The acceptance document must also be sent to the local station of Carabinieri for their information.

List of documents to be presented

Institutions applying for an excavation permit must send the following documents in two copies to the Park, both for renewals and for new requests, ordering them according to the list below (please indicate the relevant letter in the heading of each document).

  • a) Application for excavation, dated and signed by the legal representative of the applicant, in which the name of the sole excavation director must be clearly indicated (notwithstanding the possibility of sharing scholarly responsibility between several subjects) and listing all the institutions in any way involved in various capacities in the project.
    b) Budget plan with full details, commensurate with the commitment that the applicant intends to assume and, in the case of long-term permits, stated per annum, signed by the legal representative of the applicant institution, which must include sums budgeted for the restoration of mobile structures and materials and the securing and/or covering of the excavation area at the end of the work, each not less than 15% of the total financial allocation;
    c) Programmatic report on the research activities planned;
    d) Georeferenced map of the excavation area;
    e) Brief curriculum vitae of the excavation director, if not previously supplied;
    f) Organization chart showing roles and institutions of the staff members who hold offices or positions of responsibility in the excavation;
    g) Declaration of renunciation of the discovery reward by the permit-holder signed by the legal representative and accompanied by a copy of a valid ID;
    h) Declaration of renunciation of the discovery reward by the excavation director, accompanied by a copy of a valid ID of the excavation director;
    i) Declaration of renunciation of the discovery reward by staff members who hold offices or positions of responsibility on the excavation, accompanied by a copy of the valid ID of each; alternatively, declaration of renunciation of the discovery reward by the staff members, made in the name of the excavation director, accompanied by a copy of the excavation director’s valid ID;
    j) Declaration of renunciation of the discovery reward and consent to allow access to the area concerned by the owners of the property, if other than the state, accompanied by a copy of a valid ID.
    k)Declaration, signed by the excavation director and/or by the authority granting the permit, concerning insurance coverage of all participants in the excavation and/or copy of the relevant insurance policies.

 

Renewal requests must also be accompanied by:

  • l) Detailed report on the activities carried out during the last excavation campaign, with specific reference to conservation and restoration activities conducted on the structures and mobile materials brought to light and/or the solutions adopted for the safety and covering of the excavation area;
    m)Statement of the submission of the summary report for the Fastionline relating to the last excavation campaign;
    n) Declaration of the submission of the list of materials to the Park (NB: list to be delivered within 30 days of the end of the campaign);
    o) Excavation documentation, to be delivered in accordance with the rules set by the Park. If different submission methods are required, they must be agreed with the official responsible for the zone.
